Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation are critical components of our local government’s commitment to safeguarding the lives and properties of our residents. In light of the increasing frequency and intensity of natural disasters, coupled with the growing impacts of climate change, it is essential for the municipality to have a robust, well-planned, and proactive approach to disaster resilience and climate change preparedness.

Our DRRM and Climate Change Adaptation programs aim to reduce vulnerabilities, enhance the community’s capacity to respond to disasters, and ensure long-term sustainability in the face of climate-related challenges. Through collaboration with national agencies, local stakeholders, and the active participation of the community, we strive to foster a culture of resilience and sustainability.

Mission

To enhance the municipality’s resilience to natural hazards and climate change impacts by implementing proactive, inclusive, and sustainable disaster risk reduction and climate change adaptation strategies.

Key Programs and Initiatives

  1. Disaster Preparedness and Response Plans The municipality has developed comprehensive disaster preparedness and response plans for various types of hazards such as typhoons, floods, earthquakes, and fire. These plans are regularly updated and tested through simulated drills and exercises. Key components of these plans include:

    • Evacuation protocols: Clear guidelines on evacuation routes and shelters.
    • Search and rescue operations: Coordinated efforts with local responders and volunteers.
    • Relief and recovery assistance: Quick deployment of emergency relief such as food, water, and medical supplies.
    • Community-based early warning systems: Use of local radio stations, text messages, and social media to warn residents of impending dangers.
  2. Early Warning Systems In collaboration with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Philippine Institute of Volcanology and Seismology (PHIVOLCS), the LGU has established an early warning system to alert communities about imminent hazards. These include:

    • Flood alerts
    • Typhoon warnings
    • Earthquake and volcanic eruption notifications
    • Landslide risk alerts This system is also integrated with the LGU’s Disaster Risk Reduction and Management Council (DRRMC) to ensure timely communication of warnings and response coordination.
  3. Community Risk Assessment and Mapping A fundamental part of DRRM is understanding the risks our community faces. The LGU has conducted thorough risk assessments and mapping to identify vulnerable areas and populations. These include:

    • Hazard maps indicating flood-prone areas, landslide zones, and seismic risks.
    • Vulnerability assessments focusing on at-risk communities, particularly those in high-density areas or near critical infrastructure. These maps are made available to the public for awareness and serve as tools for local planning, development, and resource allocation.
  4. Climate Change Adaptation Strategies The municipality has developed a comprehensive Climate Change Adaptation Plan (CCAP), which outlines key strategies to reduce the impacts of climate change, such as rising sea levels, extreme weather events, and changes in agricultural productivity. The CCAP includes:

    • Resilient infrastructure: Designing and constructing buildings, roads, and flood control systems that can withstand extreme weather events.
    • Sustainable agriculture: Promoting climate-smart agricultural practices to help farmers adapt to changing rainfall patterns and reduce the impact of droughts.
    • Coastal protection: Implementing coastal management strategies, such as mangrove planting and seawalls, to protect coastal communities from sea-level rise and storm surges.
    • Water resource management: Developing strategies to conserve water resources and ensure a stable water supply even during periods of drought.
